The recovery plan under debate today is nothing other than the interpretation of the program of the President of the Republic translated into an action plan of the Government which ultimately aims to build a new Algeria which is the height of the aspirations and legitimate ambitions of the people. It provides for the acceleration of far-reaching revisions aimed at breaking away from management methods that have produced costly and dissipating administrations, on the one hand, and sections of increasingly vulnerable societies, on the other. He rests, also on equal opportunities and aims to establish a climate of trust and support within the framework of a new Algeria which excludes no one. Finally, it aims to work to revive the national economy, and reassure operators affected by inadequate choices in terms of economic management and unstable legislation. The program of the President of the Republic, breaking with old practices, is based, among others, on three principles, namely: sustainable and equitable human development, energy transition and digital transformation and finally the preservation of environmental assets. . According to the President of the Republic himself, the success of this program requires its ownership by society. Hence the need to build a very broad national consensus in a so-called “Interactive Planning” approach by associating socio-economic partners, civil society as a whole and the various stakeholders with a view to an increased effort in 'explanation and education on the benefits of reforms for citizens and in order to guarantee the coherence of initiatives in the service of a shared vision. This participatory approach opens the way for each young Algerian to be a key player in the present and the future of his country. These young people who constitute a proven wealth and a source of energy capable of hoisting the country on the heights of development, as well as the living forces of the Algerian diaspora which aspires only to contribute, participate, s '' invest and be an actor acting on the course of the development history of his country.
