The National Economic, Social and Environmental Council's missions are:

• To establish and animate spaces for dialogue, consultation and cooperation with local authorities, including both the executives and the elected assemblies and promoting territorial inclusion;

• To boost and contribute to the organization and facilitation of social and civil dialogue open to all parties, and to ensure and promote mediation and reconciliation between the various economic and social actors, by associating the partners of civil society , so as to help calm the economic and social climate;

• To initiate or contribute to any study aimed at evaluating the efficiency of public policies dedicated to human capital and the nation's effort in terms of social solidarity and cohesion, and the efficiency of social policies;

• To evaluate strategies dedicated to the agricultural and water resources sectors, in particular those aimed at consolidating national resilience in terms of food security;

• To suggest and recommend to the Government all measures and provisions for adaptation or anticipation of public policies taking into account the socio-economic and environmental changes and developments underway or planned;

• To promote the participation of representatives of civil society in the design, development, implementation, monitoring and evaluation of economic, social and environmental development policies, at national and local levels, integrating the population expectations and needs;

• To proceed, on the basis of information gathered from public sectors and institutions, civil society, and all other relevant sources, to the periodic production of reports and opinions falling within its fields of competence, and relating to, in particular, human development, the economic situation, governance, the promotion of territories and sustainable development, energy transition and the impacts of climate change;

• To work to preserve and defend, through the formulation of opinions and / or recommendations, the economic interests of the State, in particular as regards transactions of strategic importance and the conditions tending to prevent the recourse to international arbitration, by promoting mediation and conciliation;

• To initiate or contribute to any study aimed at evaluating the efficiency of public policies dedicated to the development of the national economy;

• To involve the representatives of professional organizations, belonging to the main national activities, in the processes of design, development and implementation of policies supporting economic, social and environmental development, and those aimed at promoting human capital, particularly those relating to education, training, higher education and public health;

• Advise on development strategies, programs and plans, and draft organic and orientation laws, as well as draft finance laws;

• To promote the contribution of the national community abroad to the national development effort, at the economic and social levels, and that aimed at promoting human capital, by ensuring the mobilization of the expertise it has, while working to take into consideration, by the public authorities, its grievances and concerns;

• To promote, in consultation with the Ministry of Foreign Affairs, consultation and exchanges with counterpart and similar institutions aimed at the creation of regional and international spaces dedicated to this end, as well as with all international parties and entities, in particular, the United Nations System agencies;

• To issue opinions on strategies, programs and development plans, and draft organic and orientation laws, as well as draft finance laws;

• To formulate opinions on national strategies aimed at promoting the emergence of a sustainable, diversified economy based on knowledge, technological innovation and digitization;
