On Monday, 2 February 2026, Professor Mohamed Boukhari, President of the National Economic, Social and Environmental Council (NESEC), met with his Chadian counterpart, Mr. Ahmat Mbodou Mahamat, President of the National Economic, Social, Cultural and Environmental Council of the Republic of Chad, at the Council’s headquarters. The visit was an official working mission aimed at strengthening cooperative ties between the two institutions. Ms. Salma Bakhta Mansouri, Secretary of State to the Minister of Foreign Affairs in charge of African Affairs, was also in attendance.

The meeting was opened by Professor Mohamed Boukhari, who delivered a welcoming address in which he emphasized the strong fraternal ties between Algeria and the Republic of Chad, particularly with regard to institutional cooperation grounded in shared objectives. He noted that this momentum genuinely reflects the leaders’ determination in both countries to broaden cooperation and to enhance consultation and coordination between the two institutions. He also highlighted the efforts made within the framework of the African Peer Review Mechanism (APRM), which demonstrate Algeria’s commitment to adopting effective governance. In this context, the NESEC President stressed the continued promotion of policies that support sustainable development and regional integration.

In response to current challenges, Professor Boukhari underscored the need for a structured, participatory approach clearly focused on effective action to address present and future challenges in a decisive and efficient manner.

He further emphasized the importance of improving the international standing of both Algeria and Chad, based on assessments conducted under the APRM. 

For his part, the President of the CESCE of the Republic of Chad expressed his sincere gratitude to Algeria and to the President of the NESEC for the warm reception. He underlined the significance of the visit, which aims to expand cooperation between the two Councils through joint meetings and conferences, exchanges of expertise and the sharing of successful experiences—particularly in the economic, social, cultural and environmental fields. He also highlighted the intention to prepare joint reports containing operational recommendations to benefit both institutions and to respond to the aspirations of the peoples of the two countries, within the framework of strengthening common African action and serving the interests of African populations.

During the meeting, two presentations were delivered on the composition, missions and respective responsibilities of the two Councils. On that occasion, the Chadian delegation praised NESEC’s capabilities and its long-standing experience as a consultative body playing a central role in supporting public policy.

The meeting provided an opportunity for officials from both Councils to exchange views and expertise and to examine several issues related to their mandates, in a substantive dialogue that reflected convergent visions and a shared determination to reinforce bilateral cooperation.

In the same context, both parties reviewed prospects and areas for joint cooperation that could be implemented promptly, taking into account the positive momentum in bilateral relations between Algeria and the Republic of Chad.

The meeting culminated in the signing of a cooperation protocol between the NESEC and its Chadian counterpart.

At the conclusion of the meeting, the Presidents of the two Councils addressed the national press, underscoring the visit’s significance and its positive outcomes, and reaffirming their determination to continue joint work in the service of both countries’ interests and to strengthen African cooperation.
