The National Economic, Social and Environmental Council (NESEC) held the second ordinary session of its General Assembly for the year 2026 on Saturday, April 18, 2026. The meeting was presided over by Council President Professor Mohamed Boukhari at the Abdelatif Rahhal International Conference Centre in Algiers.
This session was held within the framework of the Council’s constitutional mandates as an advisory body supporting public decision-making. Through a rigorous consultative approach, the Council produces analytical and strategic studies and reports in response to referrals from public authorities. The proceedings centered on the study, discussion and adoption of two reports prepared by members of the relevant standing committees: "Reflection on Foreign Exchange Offenses: Toward a Sustainable Reduction of Infractions and an Improved Settlement Procedure" & " The Repercussions of Child and Youth Access to Inappropriate Content on the Internet: Diagnosis and Recommendations". Additionally, a draft study project was presented regarding the creation of a digital platform dedicated to the network of Algerian medical and healthcare professionals residing abroad.
The first report provides an in-depth analysis of foreign exchange offenses and settlement mechanisms, aiming to safeguard the national economy and ensure the transparency of financial flows. It sets forth a series of strategic recommendations based on comprehensive approaches, including updating the legislative framework, supporting foreign trade operators and sustainably reinforcing macroeconomic stability. The report also proposes an operational roadmap to enhance performance within defined timelines, equipped with Key Performance Indicators (KPIs) and designated implementing institutions, while placing special emphasis on strengthening the supervisory role of banks given their central position in preventing exchange rate violations.
The second report addresses the challenges posed by inappropriate digital content and its adverse effects on young people, which risk shaping a threat-laden collective consciousness.
Through this report, the Council seeks to identify pathways to meet the challenges of rapid digital transformation amid pervasive cultural globalization. In this context, building an enlightened and conscious generation equipped to face these challenges requires establishing adapted preventive mechanisms and measures.
On the sidelines of the General Assembly, a study project titled "Establishment of a Digital Platform Dedicated to the Network of Algerian Medical and Healthcare Professionals Residing Abroad" was presented. The initiative aims to build an updated database to support healthcare decision-making and foster a permanent link with Algerian doctors and researchers worldwide.
