The twinning project between the National Economic, Social and Environmental Council of Algeria (NESEC) and the French Economic, Social and Environmental Council forms part of the objectives of the “EU–Algeria Partnership Priorities”, specifically within the shared priority area of “Energy, Environment and Sustainable Development”. 

This partnership addresses a complex theme, involving multiple sectors and institutions, with the aim of achieving cross-cutting results and objectives. Its purpose is to support the NESEC in fulfilling its new environmental responsibilities, enabling it to contribute more effectively to measuring the performance of various national strategies and plans, analysing the outcomes of their implementation and assessing the effectiveness and efficiency of the policies pursued.

The project also seeks to strengthen the NESEC’s professional capacities by facilitating the transfer of know how and best practices for integrating the environmental dimension into the evaluation of public policies. It further aims to equip the NESEC with the most effective methods and tools for assessing public policies in the field of sustainable development, in line with international standards and recognised best practices.

Trois résultats obligatoires sont attendus à l'issue de ce partenariat :

  • 1. Output 1: Support to the NESEC in evaluating public policies relating to the energy transition, environmental protection, climate change mitigation and sustainable development.
  • 2. Output 2: Definition of evaluation and monitoring instruments and methodologies for public policies in the three areas of environment, energy transition and sustainable development, together with their implementation modalities.
  • 3. Output 3: Enhancing NESEC’s capacity to formulate recommendations for integrating the green economy into national socio economic development.
