The National Economic, Social and Environmental Council held its first Ordinary General Assembly session for 2026, on Sunday 15 February 2026, under the chairmanship of Professor Mohamed BOUKHARI, President of the Council, at the Abdelatif Rahhal International Conference Centre in Algiers.

The session was devoted to the review and discussion of a series of strategic documents and reports that fall within the Council’s constitutional mandate and its advisory role in economic, social and environmental issues.

The General Assembly examined and adopted the Report on Collective Investment Schemes for Venture Capital. Prepared in response to a referral from the President of the Republic, the report adopts a forward‑looking and analytical approach to exploring avenues for developing Algeria’s venture capital ecosystem. It was produced against a national backdrop that requires accelerated economic diversification and stronger support for productive investment, particularly for start‑ups and innovative small and medium‑sized enterprises. To reinforce these efforts, the report sets out more than sixty specific, operational recommendations, incorporated into a comprehensive roadmap to invigorate venture capital and to help establish a high‑performing national ecosystem aligned with international best practices and standards.

The session also included the presentation of the Activity Report of the Council for the 2025 Fiscal Year, a pivotal year in the Council’s institutional trajectory marked by the inauguration of the new 2025–2029 mandate, continued strengthening of the institutional renewal process, adaptation of organizational structures, and adoption of internal working tools that laid the essential foundations for quality.

In the same context, the General Assembly reviewed the Council’s Activity Plan for 2026, prepared on the basis of proposals from the permanent commissions and the Council Bureau and aligned with national priorities. The plan aims to develop thematic work through studies, reports, study days and consultative activities, culminating in opinions and recommendations for public authorities and reflecting the Council’s transition into the full operational implementation phase of its advisory missions.

Finally, the session considered and adopted the Draft Charter of Ethics and Professional Conduct for the Council, which seeks to enshrine the values of integrity and objectivity and to ensure coherence in the Council’s institutional discourse, in compliance with the Constitution and applicable legislative and regulatory texts.
