Professor Mohamed Boukhari, President of the National Economic, Social and Environmental Council, attended a scientific conference entitled “social cohesion and the consciousness wars” on 25 December 2025 at the headquarters of the National Institute of Strategic Global Studies (NISGS).
The conference was organized by the National Institute of Strategic Global Studies in partnership with the National Economic, Social and Environmental Council, the High Islamic Council and the Algerian Academy of Science and Technology. It brought together representatives from several government ministries, national institutions and agencies, as well as academics and researchers from universities and research centers.
In his address, the NESEC President affirmed that choosing the theme “social cohesion and the conscience wars,” in the current national, regional and international context, reflects a deep institutional awareness of the unconventional challenges confronting states, including Algeria.
He noted that social cohesion is no longer merely a societal concept but a genuine strategic asset and a decisive security factor for national sovereignty and sustainable development, particularly in an environment marked by the intensification of wars of consciousness.
These campaigns increasingly employ artificial intelligence technologies to target three fundamental pillars of collective consciousness:
- Truth, through advanced disinformation techniques such as deepfakes;
- Trust, by undermining the relationship between citizens and their national institutions;
- Memory, through attempts to separate younger generations from their historical and civilizational heritage.
The NESEC President also praised Algeria’s strengths in confronting these challenges with confidence and effectiveness, citing the resilience of its national institutions, foremost among them the National Economic, Social and Environmental Council.
He reaffirmed the Council’s full commitment to its constitutional duties and advisory role, actively contributing to strategic reflection and to the strengthening of social cohesion.
He further stressed the NESEC’s full mobilization to ensure the success of this important scientific meeting, which falls squarely within its remit and responsibilities.
The conference featured two scientific sessions, each enriched by presentations from professors and specialists in the field.
